Professional Bio
Daniel Gaffin is the Program Assistant for Operations at the Center for European Policy Analysis.
He earned a B.A. in Political Science from James Madison University, where his research focused on conflict-related sexual violence and accountability. He is also conducting research at CEPA on sexual violence against prisoners of war in Ukraine. In 2024, he was invited to the Naval Academy Foreign Affairs Conference on civil-military relations.

Why did you choose JMU?
I chose James Madison University for its Washington Semester program, hoping it would help me pursue a career in public service. The experience, along with the incredible support from JMU alumni, played a crucial role in my journey. I am deeply grateful for those who helped me along the way and honored to now support the students who come after me, continuing the tradition of mentorship and service that made such a difference in my own path.
How did your degree from JMU lead you to where you are today?
My time at JMU gave me the knowledge, experiences, and connections that shaped my path. The Washington Semester program opened doors to public service, and my research on conflict-related sexual violence deepened my passion for global security. However it was the JMU alumni network that truly set me up for success. The Dukes in D.C. community is growing, and I’m grateful to be part of it.
What does working for the Federal Government community mean to you?
Being part of the federal government community means having the opportunity to support public service, even from outside government itself. Working at a think tank in D.C., I see how research and policy analysis can shape decision-making and contribute to meaningful change. It’s about fostering informed discussions, advocating for those without a voice, and strengthening the institutions that serve the public.
